Your Marlboro Water Bill Changed Owners This Summer. Here's What Changed on It Since.

When the New Jersey Board of Public Utilities approved New Jersey American Water's purchase of Gordon's Corner Water Company in July 2026, the headline promise to customers was continuity. Gordon's Corner's existing rates would carry over into the new company's tariff. That promise covered about seven weeks. On September 15, 2026, the former Gordon's Corner territory got its own rate schedule inside New Jersey American Water's tariff, with a higher fixed charge and a higher price per gallon.

The same day, most New Jersey American Water customers began getting a $9.88 monthly bill credit funded by PFAS litigation proceeds. That credit was sized and assigned using a customer list dated June 30, 2026, which is nearly four weeks before Gordon's Corner customers became New Jersey American Water customers. For households in portions of Marlboro, Manalapan and Colts Neck, the timing works against them. They pay the new rates, and on the order's terms, the monthly credit that cushions those rates for everyone else is not theirs.

The promise came with an expiration clause

The deal closed on July 27, 2026. It added about 15,300 water connections and 20 Gordon's Corner employees to New Jersey American Water. The merger agreement filed with regulators lists the consideration as $45.5 million, subject to a working-capital adjustment and paid entirely in American Water stock. NJBIZ's coverage of the closing reported that the company had been led since 1996 by its former president, David Ern.

Few people were watching while the deal was under review. According to the BPU's approval order, no members of the public spoke at the May 20, 2026 hearings and no written comments were filed. The rate language in that order is the part that matters now. It says Gordon's Corner's rates

"will remain in effect under its current Board-approved tariffs until the Board orders otherwise in any of the matters identified in this paragraph or elsewhere."

The same paragraph names the matters it means. One was New Jersey American Water's pending base rate case, in which the company proposed to include Gordon's Corner customers. Another was the pending proceeding to return PFAS settlement money as bill credits. The order says Gordon's Corner customers "could be subject to those rate impacts," including increases. Both cases were decided on September 9, 2026.

September 15: Service Area 1L

The base rate order created a schedule called Service Area SA-1L, Gordon's Corner. The Board ordered the revised rates effective September 15, 2026. For a typical home with a 5/8-inch meter, the change looks like this:

Charge, 5/8-inch residential meter Gordon's Corner rate carried over in July SA-1L rate effective Sept. 15, 2026
Fixed customer charge, per month $21.86 $24.00
General usage, per 100 gallons $0.65300 $0.69305
Purchased Water Adjustment Clause, per 100 gallons $0.027 $0.027

To see what that means in dollars, apply the usage figure the BPU uses for its own bill-impact estimate, 5,743 gallons a month. Under the July rates, that household paid about $60.91 a month. Under the September schedule, it pays about $65.35, an increase of roughly $4.44, or a little over 7 percent. The Board's order puts the increase for a standard New Jersey American Water residential customer on Rate Schedule A-1 at the same usage at $4.06, or 4.74 percent.

If you open New Jersey American Water's Gordon's Corner transition page today, you will still find the $21.86 fixed charge and the $0.653 usage rate. The September tariff replaced both. The current numbers are in the BPU rate order and on your bill.

The purchased-water line on the bill did not change. Before the merger, Gordon's Corner routinely bought water from the Marlboro Township Water Utility Division and from Veolia-Matchaponix Water Company. In a March 4, 2026 order, the Board raised that pass-through charge from zero to $0.27 per 1,000 gallons, which is the same as $0.027 per 100 gallons. A draft tariff filed with the September settlement listed the charge as $0.0027. In a September 10 compliance filing, New Jersey American Water called that an extra-zero error and confirmed $0.027 for Area 1L customers in Colts Neck, Manalapan and Marlboro.

The credit was assigned on June 30

The second September 9 order dealt with money New Jersey American Water recovered through PFAS litigation. As of June 30, 2026, the company had received $79,514,247 in settlement proceeds, interest included. The Board approved splitting that amount among the 670,405 water customers on the company's books on that date. Each account gets a $9.88 monthly credit for the 12 months after the order. Coverage in MyCentralJersey reported the rate increase and the credit together, since both reached bills at the same time.

For a long-time New Jersey American Water household, the $9.88 credit is more than twice the $4.06 increase. Gordon's Corner customers were not on the June 30 list because the merger closed on July 27. Based on the order's terms, a former Gordon's Corner household gets the higher rate without that monthly offset. Over the full 12 months, the credit totals $118.56 per account.

The order also covers what comes later. Proceeds received after June 30, plus whatever remains from the first distribution, will be paid once a year as a one-time credit to every water customer active when that credit is issued. Under that rule, former Gordon's Corner customers who are still active when a later credit is issued would be included. The company must file the details with the Board 45 days before each annual credit, including the amount and the number of customers who will receive it. The order sets no amount or date for the next one. Your current bill will show whether a monthly PLUS credit applies to your account.

The charges that are not on the bill yet

The September rate change is the first time the merger has changed what a former Gordon's Corner household pays, and it probably won't be the last. Three other New Jersey American Water mechanisms work like separate surcharges that can be added to a bill, and their timing is now mostly public.

  • Infrastructure and resiliency surcharges. On September 9, 2026, the Board approved the foundational filings for New Jersey American Water's Distribution System Improvement Charge and its Resiliency and Environmental System Investment Charge. It estimated the maximum for an average 5/8-inch residential customer at $5.11 a month and $3.56 a month, respectively. Those are ceilings. New Jersey American Water's rates page says both charges reset to $0 on September 15, 2026, and that the first new surcharge filings are expected in April 2027.
  • Lead service line replacement charge. The acquisition order kept Gordon's Corner customers out of this charge until a later filing adds them. In the September tariff, the former Gordon's Corner rate class is A-23, and the lead-line charge applies to other classes but not A-23. Separately, New Jersey American Water is asking new customers to report the material of the service line on their side of the meter so it can update its inventory map.
  • Smaller fees. Former Gordon's Corner customers now fall under New Jersey American Water's ancillary charges, such as returned-check and restoration-of-service fees. The acquisition order says those charges are lower than the ones Gordon's Corner had approved.

The investment those surcharges are designed to recover is already planned. New Jersey American Water has committed more than $25 million in improvements to the former Gordon's Corner system over its first five years of ownership. The list includes meters, treatment facilities, aging mains, hydrants and the Holiday Road tank.

What did not carry over from your old account

Some account details were changed by the merger even though the water itself did not change. Marlboro's October 30 Weekend Update still sends former Gordon's Corner customers to New Jersey American Water for billing, online accounts, Auto Pay and assistance programs. These are the items most likely to catch someone out:

  1. Auto Pay stopped. Gordon's Corner's autopay portal closed on July 22, 2026. Banking details did not transfer, so former Auto Pay customers have to sign up again with New Jersey American Water through MyWater or by phone.
  2. Your account number is new. If you used Gordon's Corner's Invoice Cloud portal, you were moved into MyWater only if your user ID was available and met New Jersey American Water's security requirements. Otherwise, you have to enroll yourself using the new account number.
  3. Paperless may need a second step. Accounts that received only paperless bills were switched over automatically. Accounts that received both paper and paperless bills were not enrolled.
  4. Deposits were applied. Gordon's Corner credited each customer deposit, plus interest, to the account balance before transferring the data.

Bills come monthly. Customers who paid fire-service charges quarterly are being moved to monthly billing. The BPU's acquisition order notes that Gordon's Corner did not offer customer assistance programs, and its former customers now have access to them. New Jersey American Water's H2O Help to Others Program offers grants of up to $500 per household at incomes up to 300 percent of the federal poverty guidelines, and a Universal Affordability Discount of 15 to 60 percent at incomes up to 200 percent. Budget billing and installment plans are also offered.

Water costs don't appear on a listing sheet, but buyers in the former Gordon's Corner area of Marlboro will ask about them, and owners should know what their bill now includes.
